Introduction
Master Electricians is seeking member feedback on a proposed new Quality Assurance and Accreditation Framework that will strengthen our position as New Zealand’s leading association for professional electrical contractors.
The electrical industry is changing rapidly. Electrification, increased regulatory expectations, procurement requirements, insurance pressures, and growing consumer expectations mean that demonstrating technical competence alone is no longer enough. Increasingly, businesses are being asked to demonstrate the quality of their systems, their workforce capability, and their commitment to continuous improvement.
To respond to these challenges, Master Electricians has developed a proposed framework that establishes a clear, nationally consistent pathway for quality assurance, accreditation, and professional recognition.
This consultation seeks feedback from members before the framework is finalised and implemented.
Why Change?
The current environment places increasing demands on electrical contracting businesses.
Members are increasingly required to demonstrate:
- Health and safety capability
- Workforce competence and ongoing training
- Business systems and governance
- Quality assurance processes
- Insurance and risk management controls
- Independent verification of performance
At the same time, clients, insurers, procurement agencies, and consumers are looking for more reliable ways to identify contractors who consistently deliver safe and high-quality work.
The proposed framework is designed to help members meet these expectations while strengthening the value of Master Electricians membership.
What Is Being Proposed?
The proposed framework introduces a structured accreditation system that recognises different levels of business capability and maturity. The framework would establish three levels of recognition:
Tier 1
Quality Assured Master Electrician
The baseline standard for Master Electricians membership. Requirements would include:
- Current licensing compliance
- Health and safety systems
- Continuing professional development
- Insurance requirements
- Compliance and testing documentation
- Participation in quality assurance reviews
Tier 2
Master Electricians Accredited Contractor
A higher level of independent recognition for businesses demonstrating mature systems and capability. Additional requirements would include:
- Independent third-party audit
- Enhanced competency requirements
- SiteWise or equivalent prequalification
- Increased insurance requirements
- Documented business systems
- Formal continuous improvement processes
Tier 3
Master Electricians Gold Accredited Contractor
The highest level of accreditation.
Additional requirements would include:
- Proven organisational maturity
- Advanced health and safety systems
- Tōtika or equivalent certification
- Enhanced insurance coverage
- Demonstrated leadership and workforce development
- Ongoing independent verification
What Are the Benefits for Members?
The framework is intended to provide value in several ways.
Greater Market Recognition
Members will be able to clearly demonstrate their level of capability and commitment to quality.
Procurement Advantages
The framework may provide an alternative to multiple prequalification requirements and simplify participation in tender opportunities.
Insurance and Risk Benefits
Independent verification of systems and capability may support improved insurer confidence and future risk-based recognition.
Consumer Confidence
A stronger assurance framework helps consumers identify reputable electrical contractors and increases confidence in the Master Electricians brand.
Professional Development
The framework links accreditation with ongoing learning and workforce capability through Trade Master and other approved professional development activities.
Continuing Professional Development (CPD)
The proposed framework introduces minimum annual CPD requirements aligned with accreditation levels.

The intent is to ensure members remain current with:
- Regulatory changes

- Business and leadership capability
Master Electricians is particularly interested in member feedback on these proposed CPD requirements.
Independent Verification and Auditing
A key feature of the framework is independent verification.
The proposal includes:
- Internal quality assurance reviews
- Evidence-based assessment
- Independent third-party auditing for higher accreditation levels
- Ongoing monitoring and continuous improvement requirements
The objective is to provide confidence that accreditation reflects genuine capability and performance.
